A RESOURCES file can be accessed using the .NET Framework's System.Resource namespace allows applications to load and edit those resources quickly at runtime. RESOURCES files and RESX files store resources; however, only the ones in RESOURCES should be embedded into a runtime executable or compiled into satellite assemblies.
